https://congress.api.sunlightfoundation.com/ is down

Here is the error it is giving:

ERROR

The request could not be satisfied.

CloudFront attempted to establish a connection with the origin, but either the attempt failed or the origin closed the connection.

Hi @shanona: the Sunlight Congress API was shut down on Oct. 1, 2017: https://www.propublica.org/nerds/congress-api-bill-subjects-personal-explanations-and-sunsetting-sunlight
