Sphinx specific theming #10

Goal: make sure all sphinx specific html render correctly.

Baseline is probably inheriting sphinx's basic.css and adding the customizations of that from the current pandas nature.css

Longer term we should see into cleaning this up, and some other options to look into:

current sphinx-bootstrap-theme's css: https://github.com/ryan-roemer/sphinx-bootstrap-theme/blob/master/sphinx_bootstrap_theme/bootstrap/static/bootstrap-sphinx.css_t
the current sphinx-bootstrap theme uses javascript to change some html code of eg tables (https://github.com/ryan-roemer/sphinx-bootstrap-theme/blob/master/sphinx_bootstrap_theme/bootstrap/static/bootstrap-sphinx.js_t)
PR to move some of those things into a custom shinx HTMLTranslator: Customized and bootstrap-ifyed HTMLTranslator ryan-roemer/sphinx-bootstrap-theme#92
