Additional "inherit setuptools3-base" needed by a lot of packages

Describe the bug
As discussed in one of the working group meetings we had to add inherit setuptools3-base to a lot of bbappends for (mostly) recipes containing message files.

To Reproduce
Not sure if this is only our integration or if it is a general problem. I can check next week with a fresh install following the official guide.

Expected behavior
We could think of adding inherit setuptools3-base to some class or add it automatically during recipe generation in superflore when a package contains msg files so that it does not need to be added to every individual recipe.
