Flickering When Changing Sections

Description

Blinking behavior was changed in #420, but this seems to have introduced flashing behavior in Ramp when switching between sections (or made it more noticeable). Is this something that the broader refactor could resolve (#226)?

Done Looks Like

• Changing sections does not cause blinking or flashing behavior

Probably triggered by the structured navigation component scrolling into place. Could be fixed as part of the larger refactoring. This can be retested after current Ramp refactor work and evaluated after that to see if it's still an issue.
