AdministrativeArea is positioned as a sub-type to Place
While this may seem logical, many of the properties associated with Place are inappropriate and misleading for AdministrativeArea (including its sub-type City).
In particular many Place properties are related to specific commercial activities, and really are not useful for adminstrative areas, and are highly distracting in the type description for AdministrativeArea or City:
Nevertheless, there are a set of properties that can usefully be associated with any Location.
Perhaps this could be factored out, and then Place (of commercial significance) and AdministrativeArea (non-commercial) could be sibling sub-types.
