Add option to set the auto resolved silenced as default behavior for all silenced resources

Feature Suggestion

Customer would like the option to make Silenced resource being auto resolved when the matching check(s) are resolved or configured conditions are met the default behavior.

Possible Implementation

These settings being set globally instead of per silenced resource.

Punting on this since it's a minor annoyance for the customer and not something (e.g., cluster policy) that we want to undertake currently.
