The popup uses Aaron Newton's StickyWinUI.

Issues:

Popup does not always center vertically
If applied and called to more than one element the hyperlink popup will not fill in the selected text in the second element.
In IE6, if called before fully initializing, the 'ok' button does not automatically close the popup.
Popup is duplicated for each element it is called to, which is wasteful but not a problem.

Changes have been made since this was filed, must be tested and updated
