[freedesktop.org] add optional support of $XDG_CONFIG_HOME #46

It is standard of freedesktop.org. That is about storing all config files in $XDG_CONFIG_HOME (~/config by default).

Pros:
-all configs in one place
-it is easy to change the place
-not abusing of '.'
