Error while associating an identity to institution in sparc #519

Hey, I am using ruby 2.1.5 and rails 4.2.6 . I have followed every step of your installation file and reached till creating an institution and identity. But when I am associating this identity to the institution, console is continuously blinking and I not able to use console anymore.

here is the error message:

@kyle-glick or @Stuart-Johnson any thoughts as to this issue, or is there a better supported approach to adding users in the long run? It's particularly troublesome when initializing a test instance without connecting it to other external authentication systems like Shibboleth or LDAP.

@kirenotneb @shbz1690 What version(s) of sparc is this happening on? I can zero in on it more if I have more info. For instance, v3.3.0, 3.2.0, etc...

@Stuart-Johnson this was on version 3.3.0 with ruby 2.4.2 and rails 5.2
