When starting with a fresh database, SSV would print the following error:

could not start duty: can't start new duty runner instance for duty: input data invalid: slashable attestation (HighestAttestationVote), not signing", "errorVerbose": "slashable attestation (HighestAttestationVote), not signing

@lior-blox suspects it's because of our post-setup slashing protection of 3 epochs. If that's the case, then we should probably show a different more descriptive error.
