Especially when reading the user's name from getlogin, getpwuid( $< ), or Win32API::Net::UserGetInfo. These functions likely return values encoded for the current locale, so encode from that -- or at least try to.

Not just the username (login), but the full name of the user. Meant
to do that before, but kind of missed that in 88b7e44 (issue #107).
