Cannot render /web/apps when running with mock data

What happens:

1. Follow README instructions to run with Mock data i.e. mvn clean package && mvn jetty:run
2. Attempt to navigate to http://0.0.0.0:8080/web/apps e.g. via the "Add more to home" link in header.
3. Surprise: http://0.0.0.0:8080/web/expanded instead

What should have happened:

In (3) successfully navigate to app directory.
