Adding custom loading spinner component

Please is there a way to add component(loading spinner) directly into configuration options of appearance?
I know loader is customizable by image or html+css but couldn't found anything in docs realated to component as loader.

Loading Spinner customization requires enabling Custom CSS and Custom JS, which are available with a subscription. As per my knowledge.
