Incorrect version number for moodle 3.8 release #13

Hello,

Version number for moodle 3.8 release is incorrect in version.php file.

It causes an issue when installing moodle-report_trainingsessions-3.8.0016 : it has a dependancy for moodle-block_use_stats, requiring version number 2020031300
