relates to the bigger issue #27

Ability to add Buckinghamshire Wide as a location, for listings relevant in all towns or that are based in multiple towns. This should allow location to be added, and not limit this function.

Task:

Add in a new core field to mark a service as nationwide

Other values could be:

within council boundaries or custom area (tbd)
virtual

The definition of countywide should be that it can only operate within the county of this instance, eg Buckinghamshire or greenwich.

Location fields should still function as before.
