Create a better sitemap that hits to Google the correct sitelinks.

robots.txt was blocking Google from seeing that /legacy has been 301ed. I removed the offending rule and directed Google to re-crawl the page. It seems to have cleaned up the sitelinks, however now there are no sitelinks. This needs to be resolved.

Upon thinking about this, once we update to the new site, the sitelinks should resolve themselves.

I've added <priority>n</priority> tags to the important pages in sitemap.xml to hopefully influence the registration of sitelinks, though I don't know how effective this will be.
