Description

Currently, altitude information is not decoded as part of packet decode. This should be corrected according to the APRS spec.

Acceptance Criteria

Altitude data is correctly decoded
Any test skips or TODOs in the code with this issue are resolved and removed
Additional test coverage as appropriate
