Sound Conversion tool

Create a Sound conversion tool in html,css and javascript.

• Add navbar in your tool's html file. You can copy the navbar from index.html.
• Add screenshot of your tool in, PR message and also in the folder of your tool
• Before Making the PR Pull the latest changes that have been made to the repository

you have to make the standard sound conversion tool which can convert mp3 to wav or mp3 to ogg and etc. you can also look up the other sound converter tools online and take inspiration from them

@shubham2704, I am not able to find any online resource which explains how this tool can be implemented. Do you have any ideas?
