What feature or improvement do you think would benefit Files?

Similar to #15412, we can make it easier to edit batch files by adding an action and toolbar button.

Requirements

Add "EditBatchFile" action that invokes the "Edit" shell extension verb when batch files are selected
Add toolbar button
