What Happened?

Unable to drag blocks from one page to another on a whiteboard.

Reproduce the Bug

Have two pages on whiteboard
Drag a block from one onto another and release
The block cannot be added to the second page whatsoever

Expected Behavior

Similar to that of linked/unlinked references:
