Windows: Drag window on top frame sometimes not possible

What Happened?

Most of the times on Windows 10 I can click drag and move the logseq window at any position at the horizontal top (where usually the window frame is displayed). In some occasions it won't move the window on the top of the note and I need to grab the window on the same vertical position but on the left side (on top of the side bar).

Reproduce the Bug

It seems there is no consistent workflow to reproduce this.
