Split off all HTML generation code from codemetapy 2.4.1 (https://github.com/proycon/codemetapy) into this new project:

• allow full static site generation
• new styling: cards make better use of available screen space
• added Table of Contents for service index
• implemented client-side filtering (proycon/codemetapy#23)
• improved RDFa representations
• various fixes and style improvements
