Is your feature request related to a problem? Please describe

Can't create indexer-dependent Quality Profiles.

Example use case:

  • I would like to have a Standard quality profile that grabs content from public trackers and an ASAP profile that grabs content from one or more private tracker(s). The assumption is that the private tracker(s) are likely far better seeded, and the content will download faster. I may only want to use a private tracker sparingly for various reasons (e.g. ratio is tracked). I would use this ASAP quality profile when I need the content to download as quickly as possible. Otherwise, I would use another profile.

Describe the solution you'd like

Create Custom Format condition to select by Indexer(s) to facilitate indexer-dependent Quality Profiles.

Describe alternatives you've considered

This was previously proposed here:
#4383
Sonarr/Sonarr#1602

And peripherally addressed upstream here: Sonarr/Sonarr#3899

However, the solution of implementing a global indexer priority (CompareIndexerPriority) does not address my use case above.

Please reconsider creating a Custom Format condition to select by Indexer(s).

It would be also nice as part of this solution to allow upgrade until custom score is met.
