Configuration based on minimum number of items to show ToC

Thinking it might be useful to set a config (likely managed at _config.yml) around only outputting the ToC when there are two or more items that would be output. It seems the best way to manage that today is disabling the ToC on those specific pages and enabling it once ya have more headers used.
