[Problem/Bug]: Focus goes haywire when dragging a Visual Studio tool window (VSIX extension) hosting `WebView2CompositionControl`

What happened?

If you drag a Visual Studio tool window that hosts a WebView2CompositionControl, the focus will start to go haywire rapidly shifting between the tool window and something else, locking up the computer and you can't press anything.

Repro steps

1. Clone https://github.com/segevfiner/Webview2FocusIssueVSIX
2. Open the solution and Visual Studio and run it (F5).
3. Click View -> Webview2 Focus Issue.
4. Drag the newly opened tool window.
5. Focus will start to go haywire.

I have the exact same issue but with the WebView2CompositionControl hosted in a ToolWindow, I'm using the ActiproSoftware Docking solution (https://www.actiprosoftware.com/products/controls/wpf/docking).
