[Problem/Bug]: Devtool window titlebar color incorrect when using automatic accent color

What happened?

This is a minor issue. DevTool window's titlebar color is not obeying automatic accent color in windows settings (when you have show accent color on title bars and window borders enabled).

On the left is devtool for webview2, on the right is the devtool for edge.

Importance

Low. My app is not very affected, or this only affects development.

1. Use automatic accent color in windows settings
2. enable accent color on titlebar in windows settings
3. Open devtool on a webview2
