This is correct.
It is currently a place-holder, but I will soon work on putting together a sketch doc to start brainstorming our path forward.

@ajaysundark I think that since #5424 would be addressing the scheduling concern directly, perhaps you'd want to scope this KEP mainly around monitoring and the question of which labels / other node attributes fit in-tree as opposed to ones that are fine being supported by external tools like NFD?
