lldb-dap: Provide actions in vscode to choose process to attach to

It would be great to have a command to list available processes and ask the user to which one you want to attach to instead of specifying pid in launch.json.

@matthewbastien has been working on this: #128943

The PR is currently blocked on whether we want to implement listing processes as part of the extension or having the lldb-dap binary help with that. We've settled on the latter, but that work is still outstanding.
