BC generic images switch to SQL Server 2022

As part of switching to SQL Server 2022, we expect temporary failures when creating containers using loose versions for the BC artifacts, e.g. nextmajor, nextminor, etc.

The failures will be resolved by EOD, June 16th.

@samlehm This is expected, while we generate the official generic images.
Right now, only -dev ones are available.

The log doesn't specify the artifact number, but my guess is that it is nextmajor or nextminor.

Any artifact after 27.0.35468.0 (for nextmajor) and 26.3.35465.0 (for nextminor) need to have SQL Server 2022.

We are experiencing similar issues with v22 pipelines as @darren-rdy
I have tried adding -alwaysPull to New-BcContainer but not noticing any improvements.
