QNN EP fails on model that can run as a QNN context binary

In AI Hub, a user submitted a model that fails with
Failed to profile the model: Non-zero status code returned while running QNN_7121639547656727701_5 node. Name:'QNNExecutionProvider_QNN_7121639547656727701_5_5' Status Message: QNN graph execute error. Error code: 6001

However, if converted to a QNN context binary, the model runs successfully.
