Test Retina Image workflow has been timing out silently

Test Retina Image workflow has been timing out for some time and shows as green. The cause seems to be in pkg plugin/ciliumeventobserver as it times out at that pkg:
#11 757.2 FAIL github.com/microsoft/retina/pkg/plugin/ciliumeventobserver 600.068s

We need to have confidence that unit tests are being fully executed and if there are problems in any test, the workflow should fail.
