Currently, we ignore Skia cursor images being passed from Aura and use Wayland cursor. This is fine but has issues like different look & feel (i.e. on X11), also we might not be fully complaint with CSS cursor spec. http://www.w3schools.com/cssref/pr_class_cursor.asp, also this might enable us reuse lot of upstream code.

So, this task is about creating a wayland cursor from Skia image and using that.as cursor.
