Enhancement: Add a warning if provided info is not used by current format

Bug: pushup FOO-444 no longer works
The pushup create command should be able to parse a fully fledged ticket identifier if provided. This used to work. Add a test to verify functionality.

Nevermind, that does still work. The issue was that the format that was being used for this project did not contain TICKET anywhere.

There should be a warning that TICKET was supplied but isn't being used by this format, very similiar to how we show a warning if the format requires a TICKET but one wasn't provided.
