请求添加未登录状态下的本地收藏（或者关注）功能 #120

目前的收藏和关注都需要登录b站账号，处于不登录使用的目的，是否能添加在不登录状态下收藏up或者关注up动态的功能？因为现在可以在不登陆状态下搜索up、查看投稿和动态，本地的收藏甚至关注也许不是不可能？
没有在issue中搜索到这一问题和回复，所以新提一个issue ;)

即使担心频繁的请求导致风控，从门外汉的角度看至少也可以像维护一个收藏夹list一样实现收藏的功能，用户点击访问和搜索访问也没有太大区别。关注的话可以减少更新频率？类似半天一次或一天一次足以
