RFQ, Section 4.0, page 13 - Should price quotes include travel costs?

Answer:

See RFQ Section 9.6.5: The government will not evaluate travel costs. A lump sum will be included as a separate contract line item number (CLIN) and will be used to reimburse actual travel expenses as needed.
