Add public/private switch for acquisitions

This would allow us to build our public site out of the same data that we use to run things internally. We could move the existing landing page and replace it with a public-facing one that lists acquisitions with public=True or whatever. Or, if we can specify a subset of acquisitions that will always be public once they reach a certain stage, we can set that to build the page.

I'm going to use the public=True method to start, and we can always change it to be a specified condition later.
