Lower priority visual design bug fixes

This PR addresses lower priority visual design bugs

• Adds left-right padding to Start My Application button so it is not squished at small screen sizes (I accidentally merged this straight to dev, but still want to record as part of this set of bugs for review) DISPLAY: On mobile, "Start My Application" button need more inner padding #1043
• Reduces padding on top of pagination at small screen sizes and moves to left. DISPLAY: Pagination presentation on iphone 5 #1038
• Aligns top of indiv schools heading with map DISPLAY: Top of map should top align with top of Name of School #1035
• Adds perma-scrollbar to academics list, and also makes the size of that section respond to the size of the table. ENHANCEMENT: Add scrollbar to list of Available Areas of Study so that it is obvious that you can scroll up and down in this area #635
• Makes costs table headings uppercase BUG: Individual School page > Costs Section. Change labels above Family Income/Average Price labels to be all-caps so that they are distinguishable from the data  #296
• Fixes By The Numbers text flow on small screen sizes DISPLAY: Text flow for "By the Numbers" facts on iphone 5 #1053
• Adds 20px of space next to Check Out These Schools DISPLAY: Should be ~20px space between laurel icon and "check out these schools" line item text #1023
