@onceuponatimeforever I'm not super familiar with the app, but, looking at your output:

Most warnings are due to using a different version of django. I bet they were expecting 1.7

The actual error, though, looks to stem from postgres not running. The connection info it's expecting: https://github.com/18F/ekip-api/blob/master/ekip/config/settings/dev.py#L8-L13
