Based on discussion today:

Goal is to have our users authenticate with login.gov without too many additional steps, AND to preserve as much as possible the priority of GitHub in our system so that we can preserve the functionality that rests on it.

  1. Users are admins only
  2. Signup happens behind current authentication
  3. Login check to see if user is an admin
