Couldn’t get the gif to not be blurry, so using a jpeg for now
Using flex box so that they will be equal height

Addresses the blurry, incorrect gif by replacing it with a jpg (I couldn't get the gif to not be blurry) (https://github.com/18F/openFEC/issues/710)
And uses
flex-boxfor the boxes on the home page so that they're equal heights.
