This is an update of #261 with a few changes:
AFAIK, the production app doesn't know its own DNS config--I'm assuming it thinks that it lives at fec-prod-web.cf.18f.us. To make sure that our absolute URLs reflect the DNS setup, this patch also sets the
SERVER_NAMEconfiguration variable in Flask.
