Makes the search buttons on election pages show the word "Search" and re-arranges some of the form elements
Wraps the whole election widget section in a slab on the data landing page
Updates the nav to resolve Content: Navigation microcopy questions 18F/fec-alpha#67

Hopefully fixed the failing test, but it looks like it had nothing to do with this anyway.
