Whenever I try to run the 'dts devel build -- pull' command, the terminal does not continue after Step 11 and I have to kill it. Is there something I'm missing?

I think you just have to wait a little longer. give it a couple of minutes. Let me know if it was resolved. If you are running it for the first time, it is downloading a large file.
