Enhancements: Python 2 and portability support in pre-release installer for rest #2008

During testing, it was found that the pre-release installer has a number of portability issues. It did not work correctly on python 2, and did not result in a working install.

A variety of issues is as fault, from not using python 2 compatible function calls, missing files during the setup, incorrect path handling and dictionary manipulation issues.
