In DS we attempt to discover numerous library paths by hand, and fall back to pkg-config.

Pkg-config is now so prevalent, there is no reason to do this. We can minimise and simplify our build by swapping to straight up pkg-config instead. This even includes prefixed pkg-configs working (nunc-stans already does this).
