Issue Description

Improve the dockerfile poc to support building from "in tree". This makes docker hub an option for our images, as well as docker build and option for development of the server.

In the future we could integrate this to lib398 allowing lib389 to create and remove instances based on docker images instead of /etc/dirsrv/slapd-
