Issue Description

Allow reindexing all VLV indexes from CLI, and also improve VLV error logging to say which index is problematic:

[10/May/2020:03:35:01.082775675 -0500] - ERR - vlv_build_idl - Can't follow db cursor (err -30988)
[10/May/2020:03:35:01.083429727 -0500] - ERR - vlv_find_index_by_filter_txn - vlv find index: err 1
