Winsync setting winSyncWindowsFilter not working as expected

Issue Description

When setting winSyncWindowsFilter to a specific filter replication updates are not sent to DS. New entries created are sent to DS, but any update on an exiting entry (that does match the filter) is still not sent to DS.

This is because we incorrectly process the filter, a second time, on the just updated attrs in the entry which will typically fail most of the time.
