I get that to place numbers in a circle each number has to be a separate object. With the ticks this can lead to an excessive number of objects in the scene for one "item".
I think the ticks could be added as one mesh object.
Descriptive naming of the items to easily be identified as part of the dial "object" could also help.
Another option might be to have an empty as the parent of all parts of the dial, this could also help if you still wanted to use individual mesh tick objects. Maybe even disable selection on the parts so only the parent can be selected to move it.
