This PR adds the configuration file for CircleCI

Not sure because there aren't tests created yet. I'm gonna check it

We still need to execute the testing sbt goals so it's ready for the tests

I can confirm that the tests are executed, verified in last build on CircleCI. CircleCI includes some features for execute android tests too.

Are they executed through the sbt or activator goals?

I have uploaded the circle.yml file to branch where I'm working on tests and the tests pass in circleci perfectly.

Should we remove this PR?
